Notification on the management of projects for the production and use of ozone-depleting substances

According to our country government approval to join the Montreal protocol on ozone depleting substances (hereinafter referred to as the "protocol") and its relevant amendment, in addition to the special purpose, our country has eliminated the controlled use of halon, CFCS, carbon tetrachloride and methyl chloroform and the production and use of ozone-depleting substances such as methyl bromide, is gradually cut controlled use of hydrogen production and use of CFCS. In order to achieve the performance objectives set out in the protocol and in accordance with the relevant provisions of the ozone depleting substances management ordinance, the requirements are hereby notified as follows:

1.Construction projects for the production and use of ozone depleting substances for controlled purposes such as refrigerants, foaming agents, extinguishing agents, solvents, cleaning agents, processing AIDS, aerosols and soil fumigants are prohibited.

2.The construction projects for the production of ozone depleting substances for controlled purposes by rebuilding or building sites shall be prohibited from increasing the production capacity of ozone depleting substances.

3.Construction projects for the production of ozone-depleting substances used for the production of chemical raw materials shall be built, rebuilt or expanded.

4.The construction project of carbon tetrachloride as a by-product shall be built with supporting facilities for carbon tetrachloride disposal.

5.For ozone depleting substances referred to in this notice, please refer to China's list of controlled substances that deplete the ozone layer (notice no. 72 of 2010 issued by the ministry of environmental protection, the development and reform commission and the ministry of industry and information technology).

6.This notice shall come into effect from the date of issuance.
