I. scope of project declaration

It mainly includes the investigation, evaluation, treatment and rehabilitation projects of various types of sites, such as sites left over from history, well-controlled sites for investigation and investigation, and sites for environmental pollution accidents, as well as pollution risk control projects. Give priority to the site governance and rehabilitation or risk control projects that have carried out preliminary investigations and have been included in the work plan for 2017.

Contents of the declaration

1. Declaration form of special fund for soil pollution prevention and control (annex 1);

2. Technical program of the project. It should include :(1) the status of pollution and the necessity and urgency of the project; (2) project implementation goals; (3) technical route of the project; (4) project construction content; (5) project financing programme; (6) comprehensive benefits of the project; (7) project implementation mode and other contents.

Requirements for declaration

Each district is requested to submit the application materials for the 2017 special funds project of soil pollution prevention to the bureau's pollution prevention office before leaving work on December 30 (the electronic version is sent to hus@sepb.gov.cn). Our bureau will integrate the necessity and feasibility of the comprehensive project, plan the national special fund for soil pollution prevention and control to determine the specific support projects and support intensity, and the projects that are not included in the scope of support will automatically enter the municipal soil pollution treatment project storage pool.
